The following exercise is by no means an easy exercise. It is one of the best lower ab exercises out their. If you are new to exercising this may not be one for you, but it should be one that you are working for.
The exercise that I am talking about is the hanging leg raise. One thing that is not explained in the video is that you should not go down down all the way after the repetition. By not going all the way down you are keeping your abs contracted continuously. You are also protecting your lower back so make sure that you follow that guideline.

Lower Ab Exercises - Jack Knife
Here is a great lower ab exercise. This is called the jack knife and it really focuses on the lower abs. On one side note you can add difficultly by turning your knees to the side working obliques along with your lower abs.
Another way you can make this exercise more difficult is to start with the ball on your shins and pull your hips straight into the air keeping your knees straight. You end up in a shape like an upside down V with you toes on the ball.
